Who We Need

As a member of the RSG Business Development Services team, you will collaborate with our technical leaders and teaming partners to develop outstanding, client-focused, visually appealing, and compliant technical and cost proposals for innovative transportation planning work. Each day in this role is varied and challenging, as each proposal effort presents a unique blend of technical focus, strategic writing, graphical elements, and pricing structure. We seek a team member with the ability manage multiple efforts concurrently and with the experience and insight to reprioritize independently. RSG is looking for a Proposal Manager with the ability to:

  • Guide and manage technical staff, teaming partners, and graphic designers to prepare outstanding proposals for federal, state, regional and local government projects.
  • Develop document outlines and pricing templates, produce document drafts, manage content, edit, proofread and finalize text.
  • Develop and maintain proposal schedules, communicate proposal-related requirements and status with market leadership.
  • Oversee document production to ensure proposals are compliant with company standards and submission requirements.
  • Contribute to marketing material development, database management, support department logistics and administrative proposal lifecycle tasks.

Education and Experience

  • Bachelor’s degree in English, Marketing, Business, or related field
  • 3+ years’ experience years developing federal, state, regional and local government proposals

Knowledge, Skills and Abilities

  • Experience supporting Public Sector Professional Services proposals, experience in the transportation industry highly preferred
  • Excellent writing, editing, oral and interpersonal communication skills
  • Ability to communicate effectively in one-to-one and group settings (in person and remote), and with peers, supervisors, and clients
  • Ability to work independently and as part of a small, geographically dispersed team
  • Ability and desire to mentor Proposal Coordinator staff
  • Ability to prioritize and manage multiple tasks concurrently
  • Advanced knowledge in Word, Excel, PowerPoint and Adobe Editor
  • Experience working with spreadsheets, databases, and related data management tools


  • Frequently involves standing or sitting for prolonged periods.
  • Operates a computer and other office machinery, such as a calculator, copy machine or computer printer.
  • Frequently communicates with colleagues and clients. Must be able to exchange accurate information in these situations.
  • Ability to uphold the stress of traveling.
