Horner & Shifrin, Inc., is a multidisciplinary engineering firm with offices in St. Louis and Springfield, Missouri, and O’Fallon, Illinois.

As a 100-percent employee-owned corporation with a staff of over 60 engineers, technicians and support personnel, our firm has the experience and capability to serve a wide variety of clients in Missouri, Illinois and throughout the Midwest, including city, county, state and federal government agencies, industries, utilities and commercial enterprises. We are an SBA Certified Small Business for federal projects.

Founded in 1933 by W.W. Horner and H.G. Shifrin, we offer engineering services in all phases of a project, including feasibility, planning, development, design and construction administration for the design of wastewater or water treatment plants and/or collection or distribution systems, flood protection, storm drainage, pump stations, roads, highways, bridges, grade separations for railroads, airports, port facilities, health care facilities, and industrial and business park developments. In addition, we provide mechanical and electrical engineering services, including plumbing; fire protection; heating, ventilation and air conditioning; energy audits and energy conservation; electrical distribution and backup power supply; lighting and alarm systems.

It is a matter of record that many of our projects have demonstrated innovative techniques and designs, for which we have received numerous professional awards and repeat assignments from appreciative clients.

Company History

Horner & Shifrin, Inc., was founded in 1933 by W.W. Horner and H.G. Shifrin. Prior to founding the firm, Horner served as the Chief Engineer for the City of St. Louis and Shifrin served as his assistant. Earlier, Horner gained international fame for the design and construction of the River des Peres Sewerage and Drainage Works Project, the largest municipal public works project in the country at the time. Horner’s revolutionary solution was to “bury” almost four miles of the river in a massive reinforced concrete sewer.

Notable Accomplishments / Recognition

NEW I-64 PROJECT, MISSOURI DEPARTMENT OF TRANSPORTATION

Horner & Shifrin was responsible for Segment One of the $525-million New I-64 Design/Build Project in St. Louis, consisting of roadway and bridge design for a three-mile-long segment of I-64 from east of Clayton/Warson Road to west of Spoede Road. The first design/build project initiated by MoDOT, it is the largest transportation project undertaken in the state’s history. The entire project scope involved rebuilding 12 miles of interstate highway through St. Louis, Missouri, including complete replacement of 29 bridges highlighted by a new high-speed interchange at I-64 and I-170.
