Whitney, Bailey, Cox & Magnani, LLC (WBCM) is a full-service consulting engineering/architectural/construction firm. Established in Baltimore on April 1, 1977, it has enjoyed tremendous growth over the years. With approximately 200 employees in four offices—Baltimore and Canton, MD; Camp Hill and Pittsburgh, PA—WBCM’s future is brighter than ever.

Our project teams are an energetic and diverse mix of young, bright, up-and-coming professionals working alongside experienced veterans seasoned in the business. It’s an invigorating, fast-paced, spirited atmosphere. We work hard together, we play hard together—softball teams, picnics, informal get-togethers and holiday parties. Our teams have completed design projects exceeding one billion dollars in construction value. These include highway, bridge, traffic, and environmental engineering, transportation planning, design of industrial, institutional and commercial structures, land development and master planning, architecture, landscape architecture, design of waterfront and other marine-related facilities, as well as construction management, inspection and field surveying.

Company History

The firm of Whitney, Bailey, Cox & Magnani, LLC (WBCM) was established on April 1, 1977 by Sandy Whitney, Howard Bailey, Paul Cox and Richard Magnani in an 1,600 SF office space on the 6th floor of the Federal Land Bank Building located at 2315 St. Paul Street in Baltimore. With six $25 second-hand drafting tables, six $5 chairs, one telephone and no work in its humble beginning, WBCM has since grown over the past twenty-six years into what it is today – a multi-discipline, multi-state operation successfully competing with some of the largest, most prestigious engineering firms on the East Coast.

Today, WBCM employs a staff of 200 employees, most of whom are professionally registered engineers, architects, landscape architects, planners and surveyors. Since 1977, WBCM has completed the design of projects exceeding one billion dollars in construction value. These projects include the design of industrial, institutional, commercial and transportation facilities and structures.

• GROUP LIFE, HEALTH & DISABILITY INSURANCE
Baltimore office employees choose between three Coventry Healthcare plans: an open-access HMO, a PPO/POS, or an HSA-qualified high-deductible health plan. Pittsburgh office employees may choose Health America’s Classic PPO, and Camp Hill office employees may choose Highmark Blue Shield’s “Blue PPO Standard.” Premiums are paid pre-tax and are subsidized by WBCM. Short-term disability (15-day waiting period), long-term disability, accidental death and dismemberment, and life insurance are 100% employer-paid. In the Pittsburgh office, we offer Health America Classic PPO.

• DENTAL PLAN
Choose between an HMO and two PPO plans. Premiums are paid pre-tax and are subsidized by WBCM.

• VISION PLAN
In the Baltimore and Pittsburgh offices, Spectera Vision Plan is offered. This paperless system runs on the employee’s SSN and offers a wide network, but includes out-of-network benefits as well. Premiums are paid pre-tax and subsidized by WBCM. In the Camp Hill office, Blue Shield’s “Fashion Advantage Opt V” vision plan is also paid pre-tax and subsidized by WBCM, and offers a wide area network of providers as well.

• MEDICAL/DENTAL & DEPENDENT CARE FLEX SPENDING ACCOUNTS
Use pre-tax payroll deductions to pay anticipated medical expenses and/or day care for children or elderly dependents.

• 401(k) RETIREMENT PLAN
Immediate eligibility for tax-deferred income contributed toward retirement. Currently, choose from among 20 different investment alternatives or combinations thereof. For 2007, WBCM will match 50% of a Plan participant’s bi-weekly voluntary contributions, not to exceed 50% of 6% of the Plan participant’s bi-weekly income as defined in the Plan.

• IDENTITY THEFT/FRAUD PROTECTION
WBCM pays 100% of this protection for employees and their dependent family members.

• EMPLOYEE ASSISTANCE PROGRAM (EAP)
A free and confidential “24/7” assistance program is provided through Lincoln Financial for you and all members of your household. Get work/life services to assist with parenting/childcare, eldercare, relationships, work & career, and finances.

• TUITION ASSISTANCE
WBCM reimburses regular employees for courses leading to a BS/MS degree in civil engineering, surveying, engineering technology, landscape architecture, urban planning, architecture, and other degrees subject to approval at the rate of flat $2,000/semester ($5,000/year max.) for tuition, books, and fees. The reimbursement is contingent on earning a grade “C” or better. NOTE:
MBA reimbursement requires prior approval and will be made at 75%, as long as a grade of “C” or better is obtained.

• COMBINED VACATION/SICK LEAVE
Leave may taken for any reason—vacation, illness, doctor’s appointments, family needs. All introductory and regular full-time employees earn leave time at the rate of 3 weeks (120 hours) of leave time per year, accrued on a calendar year basis. Starting with the 6th year and continuing through year 20, employees accrue one additional day of leave per year, accruing up to 5 weeks maximum. Employees may carry over up to 40 hours per year, accumulating a “bank” of 80 hours maximum. Any hours remaining over 40/year are automatically paid out at the end of each calendar year. Payment of overdrawn leave (beyond actual time accrued) will be deducted for an employee’s last pay check upon termination of employment.

• HOLIDAYS
Seven and one-half (7.5) major holidays and one (1) “floating” holiday, which may be taken as one full day or two half-days.

• FLU SHOTS
Annual vaccination - free to all employees and at-cost to family members.

• CREDIT UNION MEMBERSHIP
For Maryland employees, membership is available in either Point Breeze or SECU. In Pittsburgh, employees may become members of the Visionary Federal Credit Union. Our Camp Hill employees are eligible to join the Members 1st Credit Union.

• DIRECT DEPOSIT
Payroll check deposited directly into up to 3 checking/savings accounts.

• FINANCIAL PLANNING SERVICES
A broad range of planning services, long-term care and other insurance products are available to employees through both PSA Financial.

WBCM has $100,000 in Business Accident Insurance, as per conditions of the policy.

Business-related travel is reimbursed at the rate of 48.5 cents per mile.
